The Planning Division serves as the point of entry for development projects seeking approvals from the City of San Pablo for residential, commercial and mixed use projects. Generally, a project must receive a planning permit prior to submitting for a building permit, such as for a small residential addition, a new single family home, altering a commercial building or changing the use of a building. It is advised that prior to any substantial investment of either time or money into a proposed project, that an applicant seek approvals from the Planning Division. A quick analysis can determine if you can build at the desired location, or if changes are required to make your project a success.
The Planning Division is responsible for implementing the City’s General Plan and the zoning chapter (Title 17) of the municipal code, and addresses land use compatibility, architecture and design, site planning, traffic and environmental impacts. The Division also reviews projects for compliance with the California Environmental Quality Act (CEQA), and is responsible for preparing environmental documents such as Negative Declarations, Mitigated Negative Declarations and Environmental Impact Reports.
