The City of San Pablo was Incorporated in 1948 and is a General Law City with a Council/Manager form of government. The City Council appoints the City Manager and the City Attorney.  The City Council also makes policy decisions and authorizes the City Manager to implement policies, procedures, contracts, agreements and the San Pablo Municipal Code.
