The City has created the Residential Health and Safety (RH&S) program to assure that the City's residential units comply with existing state and local building, electrical, fire and plumbing code standards, to ensure the structures are safe for occupancy, and housing stock is maintained to acceptable standards.
Before you purchase a home, call our offices at 510-215-3030 to check if your potential home requires an RH&S inspection. Only our office can inform you if your house requires this inspection. Information is also available in Spanish.

FIRST TIME HOMEBUYER LOAN PROGRAM
The Redevelopment Agency of the City of San Pablo operates a First-Time Homebuyer Program that provides loans to eligible low and moderate-income households to assist with purchasing a house in the City of San Pablo. Loans are available on a first come, first fund basis.

Residential Rehabilitation Program
Another component of the City’s program is the Residential Rehabilitation Program. The City will offer qualified homeowners low interest rate loans for maintaining and improving their home, which is funded by Community Development Block Grant and City of San Pablo Redevelopment funds. This program is administered through the Contra Costa County Building Inspection Department. Contact Pat Corum at 925.335.1137.
