San
Pablo is a General Law City incorporated in 1948 with a
Council/Manager form of government. Under this style of
government, the City Council makes policies and adopts ordinances
(San
Pablo Municipal Code) and the City
Manager is responsible for carrying them out. The City
Council hires the City Manager and the City
Attorney.
