Abella Project

Several developers expressed an interested in this 36 acre opportunity to re-develolp a failing shopping center. A once thriving center with shops that included Mervyn's suffered significantly when these retailers relocated to a new centers being develolped in adjacent cities. Signature Properties was the one develolper who understood the product that the City and Redevelopment Agency desired for the area. The winning mixed-use proposal consisted of new home construction and revitalization of the remaining commerical.

The Abella Court (single family), Terrace (townhome) and Villas (condominium) were completed in the first quarter of 2006. A total of 292 market rate units occupy 21 of the 36 acre site.

Many of these luxury units were sold before construction was completed. Due to the demand for these beautiful, high-end units, the last phase was offered on a lottery basis.

23rd St Façade Program

Also known as the Old Town area, the City has invested over $1 million in Phase I streetscape improvements that include sidewalk enhancements, street lighting, new palm trees and tile monuments and began Phase II in 2004. In addition, the City created a generous façade improvement grant to spruce up outdated business frontages to balance the existing street improvements. The goal was to retain existing businesses that may lack funds to improve buildings on their own, improve the overall appearance of the new street and to attract new businesses that may need new conditioned space.

The façade project is paired with a micro-loan program whereby businesses can borrow funds for interior building improvements, equipment purchases and technology upgrades. The building in this example received upwards of $60,000 for an all new exterior, and then borrowed $45,000 for equipment to start a restaurant and small grocery store. The business created three full-time positions and has added vitality to the street with outdoor seating and increased retail activity. This project also eliminated blight in the community by changing the use from a bar rampant with police calls to a local food amenity.

Public Storage

The project site measures approximately 125,147 square feet and proposes the construction of a four-story, self-storage facility. Public Storage is building 97,029 square feet of climate-controlled self-storage consisting of 694 storage units. There is an additional 1,771 square feet set aside as an office/retail area.

For customer convenience, Public Storage sells boxes, adhesive tape, and other moving/storage materials from the front counter and provides a limited number of small cartage trucks for a small rental fee. It is anticipated that approximately 3 people will be employed at the storage facility.

Holiday Inn Express

The city’s only hotel, Holiday Inn Express, opened its doors in December 2001.

The Inn boasts high-speed Internet access in all 85 guest rooms, a Business Center (computer access, fax, copier), a Fitness Center (including sauna and hot tub), and a large atrium lobby with a spiral staircase to guest rooms. There are two conference rooms, free local calls, a shuttle to/from Casino San Pablo and automated checkout. San Pablo Senior Housing - Monte Vista Senior Apartments

Located on San Pablo Avenue near Church Lane, the senior housing development contains 82 rental dwelling units available for occupation beginning July 2003. Developed by Simpson Housing Solutions, Monte Vista offers a wide array of amenities simultaneously satisfying its residents and the DA’s goals of improving the appearance and availability of the overall housing stock.
