Greetings San Pablo!
Over the years, San Pablo has become one of the most vital, diverse cities in the Bay Area. We are very proud of our family-oriented community, which has maintained its neighborhood atmosphere while continuing to grow and prosper. It is now time to take stock of our long-term goals and create a plan to ensure the quality of life for future generations of San Pablo residents. To achieve this, the City has selected a Planning Consulting firm, Dyett & Bhatia, to assist in the process.
This fall, we are initiating an exciting project to plan the future of our city: the San Pablo General Plan Update. The General Plan, last comprehensively updated in 1996, is our primary guide for development, housing, transportation, environmental quality, and parks and open spaces. Working closely with community members, we will create a vision for what development could occur over the next 25 years in San Pablo. The General Plan is a policy document that will provide a road map to get us there.
The success of the San Pablo General Plan Update relies on involvement of our citizens. In order for the new Plan to reflect the community’s goals and ideas, we must hear from you. FREQUENTLY ASKED QUESTIONS ABOUT THE GENERAL PLAN
What Is a General Plan?
The General Plan is the blueprint for the future social, physical and economic development of the City. It establishes where, what kind, and how much development can occur, in addition to policies on related concerns such as transportation, environmental quality, and resource conservation. All cities in California must adopt General Plans, per state law.
What Topics Will It Cover?
A wide range of topics will be addressed in the General Plan Update, such as: how and where the City should grow, connections between neighborhood, strategies for attracting new business and quality jobs, how to improve and maintain parks and recreation facilities, and other quality of life issues such as safety, air quality, and traffic. The new General Plan will contain seven topical chapters, or “Elements,” - such as land use, circulation, growth management, economic development, environmental resource management, housing, and public facilities and services – to guide future decisions on these important City issues and others.

What Is the Process?
The San Pablo General Plan Update involves a step-by-step process, where each step builds upon the last and involves community discussion (see timeline at bottom of page). The first steps involve collecting public input on goals and hopes for San Pablo (i.e., the “vision”) and mapping existing land use patterns, resources, and development opportunity sites. Alternative growth and development scenarios will then be presented for public discussion before the new General Plan is prepared. A consultant team specializing in General Plans and urban planning will facilitate this process. This process is expected to be complete within the next 18 months. See timeline proposed below:
Meet the General Plan Advisory Committee.
An advisory committee will be appointed by the City Council to represent the various components of the San Pablo’s community in the General Plan Update. The role of the committee is to ensure that the new General Plan reflects the community’s vision for the future. Serving as a voice of the community, gathering input during the process, and providing feedback to the project team are all responsibilities of individual committee members.
All meetings will be open to the public, and will include opportunities for public comment. More information on the Advisory committee will be posted here on the website as soon as it becomes available.
